GovLab Arnsberg
GovLab Arnsberg is a living lab located at regional level and was founded in 2018 by the district president (Regierungspräsident). Main goal of GovLab Arnsberg is to facilitate user-centric design within the regional administration, to make the administration more efficient and enable them to make better decisions. Furthermore, the underlying problem of the regional administration is, that most of the services the regional administration delivers as well as the internal processes are not user-friendly.
The structure of GovLab Arnsberg is simple: it consists of three employees, one working full-time and the other two working part-time. Within the hierarchy of the regional administration, GovLab Arnsberg is located formally at the IT-department but reports its progress directly to the district president. This organizational set-up was chosen to speed-up the decision making process.
Concerning the funding of GovLab Arnsberg, it has no official budget and is funded through the budget of the IT department. However, the lack of funding did not hinder the employees at GovLab Arnsberg to carry out their small-scale projects.
As the goal of GovLab Arnsberg is to enhance the user-friendliness of the internal processes and services, the projects GovLab Arnsberg initiated aim at re-designing existing processes and services, through applying user-centric methods. The employees working at GovLab Arnsberg organise workshops and invite employees from the regional administration as well as service users outside the administration. Furthermore, they aim to facilitate the exchange of knowledge and information between public administrators that otherwise would not meet due to the hierarchical set up of the regional administration.
