Co-VAL aims to deliver sustainable and measurable results that will push the boundaries of current scientific knowledge and policy practices on government modernisation.
- Establish the foundations of a new comprehensive and holistic paradigm for understanding transformations of public administration from a co-creation perspective.
- Develop and integrate a public service-dominant logic (PSDL) in the new public governance (NPG) paradigm.
- Develop linkages and synergies between PSDL and NPG approaches and the multi-agent service innovation framework applied to public services, including the evaluation of public-private-third sector innovation networks.
- Enrich existing theories regarding innovation in services in general, and user-driven innovation in public services specifically, by providing a new perspective from the PSDL approach.
- Provide new metrics and empirical evidence for value co-creation in public administration.
- Create and populate a collection of in-depth analyses in the four Co-VAL co-creations areas, representing different experiences in many European institutional and cultural environments.
- Support public administration transformation through appropriate incentives that will help overcome cultural resistance to innovation and change.
- Lead to broader adoption levels of co-creation practices, ultimately resulting in cost savings, better services, increased public trust and innovation.
- Ensure that the research findings will reach policy-makers and practitioners of different institutional levels throughout Europe.
- Enhance thought leadership, by translating the project’s findings into actionable policy recommendations.
- Deliver a data-driven tracking system for allowing immediate comparison and benchmarking of the execution of collaborative initiatives in line with the recommendations.
- Build the foundations for a sustainable think tank, able to exploit the achievements of the project and continue its activities in the years to come.
